Cboe multi-crypto options rules became operative after the SEC allowed Cboe BZX's Sept. 29 filing to take effect without the usual 30-day wait, The Crypto Times reported from the Oct. 13 Commission notice. The amendments set general listing and continued-listing criteria for options on commodity-based trusts that hold multiple crypto assets and update related ETF options language. They do not approve any specific fund.

What happened

The Crypto Times and the SEC notice of filing (Release No. 34-106648; File No. SR-CboeBZX-2026-082) said Cboe BZX filed the change as a non-controversial rule under Section 19(b)(3)(A) and Rule 19b-4(f)(6) and asked the SEC to waive the 30-day operative delay, arguing the standards largely match those already approved for another exchange.

The SEC agreed the waiver was consistent with investor protection. Under amended Rule 19.3, each crypto asset in a qualifying multi-asset trust must have an average daily global market value of at least $700 million over the prior 12 months and must underlie a derivatives contract on a market covered by a comprehensive surveillance-sharing agreement, including through Intermarket Surveillance Group membership.

Continued-listing language in Rule 19.4 directs the exchange to consider suspending opening transactions if underlying assets lose the market-value test on monthly checks or if surveillance-sharing arrangements lapse. The filing also updates Rule 19.3(i)(1) for options on ETFs that meet Investment Company Act Rule 6c-11 transparency conditions and removes certain product-specific crypto ETP references in favor of the general criteria. The Crypto Times identified the file number as SR-CboeBZX-2026-082 and noted the SEC invited public comments.

Why it matters

With Cboe multi-crypto options rules now operative, exchanges are shifting from one-off crypto ETP options approvals to portfolio-level eligibility tests. A $700 million average daily global market-value screen per underlying asset is a high bar that favors bitcoin and ether and possibly a short list of other large tokens, not long-tail baskets. Surveillance-sharing requirements keep the traditional market-structure toolkit inside crypto-linked listed options.

The waiver of the 30-day delay signals the SEC's comfort that the standards are not novel relative to sister-exchange approvals. Still, the Commission retains authority to suspend the change within 60 days of filing if needed. Separately, Cboe's August filings on 3x bitcoin and ether futures-based ETFs remain distinct product proposals; Wednesday's notice is about options eligibility architecture, not leveraged fund approval. Commenters on SR-CboeBZX-2026-082 will likely focus on whether the $700 million threshold is measured correctly for tokens with fragmented global venues and how ISG membership substitutes for bilateral surveillance agreements in practice.

What's next

Watch whether Cboe BZX actually files options series on any multi-crypto trust that meets the new tests and how comment letters on SR-CboeBZX-2026-082 treat the $700 million threshold now that Cboe multi-crypto options rules are live. Related: SEC quorum crypto rulemaking and SEC KPI binary options approval track. Issuers of multi-asset crypto trusts will now reverse-engineer portfolios against the per-asset market-value and surveillance tests before asking for options listings, a colder engineering problem than lobbying for a single-product order.
